Process For Obtaining TEC Certification For Telecom Products Simplified By Our Specialists

Telecommunication Engineering Center (TEC) is responsible to provide certifications to various telecommunication products in India. Initially, obtaining this certification was voluntary, but since 2019, it has become mandatory.

The job and responsibility of TEC includes the following:

• Issuing various General, Interface and Service requirements and standards for telecommunication products.
• Evaluating products and services on the field.
• Rolling out plans on national level.
• Becoming the support of DoT with regards to technological questions.
• Testing and certifying various telecommunication products and services.

TYPES OF VOLUNTARY TESTING CERTIFICATION

Interface Approvals, Certificates of Approval, Service Approvals, and Type Approvals are among the approvals that TEC is responsible for issuing. This certification process is entirely focused on the types of products and the technical standards that relate to interfaces. Certification is entirely dependent on the testing parameters and the conditions outlined in the technical standards.

1. Type Approval - Type Approval is the process of testing and certifying a telecom product for compliance to the Standard for Products/Equipment (erroneously called as the product's Generic Requirement (GR)) in accordance with TEC's Test Schedule & Test Procedure (TSTP). Testing takes place on-site at the OEM's facility or in a lab setting. Test reports from ILAC signatory accredited labs for EMC, Safety, and Environmental Testing, among other things, are also accepted.
   
2. Interface Approval - Interface Approval is the process of testing and certifying a telecom product for conformity with the Standard for Products/Equipment (often referred to as the product's Interface Requirement (IR)) in accordance with TEC's Test Schedule & Test Procedure (TSTP). Testing takes place on-site at the OEM's facility or in a lab setting. Test reports from ILAC signatory accredited labs for EMC, Safety, and Environmental Testing, among other things, are also accepted. Interface Approval may be required as a mandated certification by licence requirements, government bodies, or service providers.
3. Certificate of Approval - Certificate of Approval is the process of testing and certifying a telecom product according to the manufacturer's specifications (CoA). This certificate is only issued if TEC does not have a Generic or Interface Requirement for the product. Testing takes place on-site at the OEM's facility or in a lab setting. Test reports from ILAC signatory accredited labs for EMC, Safety, and Environmental Testing, among other things, are also accepted.
4. Technology Approval - Technology approval is the process of evaluating and certifying a prototype of a telecom product developed by C-DoT or other R&D companies. The product's associated standard, formerly known as the Generic Requirement (GR) given by TEC, is used to provide Technology Approval. Testing takes place on-site at the OEM's facility or in a lab setting. Test reports from ILAC signatory accredited labs for EMC, Safety, and Environmental Testing, among other things, are also accepted.
   

MANDATORY TESTING AND CERTIFICATION OF TELECOM EQUIPMENT (MTCTE)

According to the Indian Telegraph (Amendment) Rules, 2017, all telecom equipment must undergo obligatory testing and certification before being sold, imported, or used in India. Testing for compliance to Essential Requirements (ER) for the equipment will be done by Indian Accredited Labs approved by TEC, and a certificate will be granted based on their test results.

   REQUIREMENTS

1. In case of Foreign OEM: Foreign OEM needs to appoint an Indian Company to act as Representative for the MTCTE certification procedure. MoU between foreign OEM and Indian Representative.
2. Authorized Signatory from Authorized Indian Company.
3. Brand / Trademark Details.
4. Company Registration.
5. Product with Valid Test report from Indian labs approved by TEC.
6. In the case of Indian Manufacturer: Manufacturer based in India needs to provide their legal documents for the registration on the portal.
