THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR ELECTRICAL APPLIANCES FOR DOMESTIC WATER HEATING (APPLIANCES FOR STATIONARY STORAGE TYPE ELECTRIC WATER HEATERS).

The Government of India, through the Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade, has issued an Order exercising the authority granted by section 16 of the Bureau of Indian Standards Act, 2016, after discussions with the Bureau of Indian Standards. This Order, titled the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2023, is set to take effect six months after its publication in the Official Gazette.
BIS QCO for electrical appliances for domestic water heating (appliances for stationary storage type electric water heaters) emphasizes the compulsory use of the Standard Mark for goods or articles specified in the Table. These items must adhere to the corresponding Indian Standard mentioned in the Table and carry the Standard Mark, obtained through a license from the Bureau of Indian Standards under Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Importantly, the Order does not apply to goods or articles produced domestically for export.
Regarding the commencement of the Order, there are specific timelines for micro and small enterprises, as defined in the Micro, Small and Medium Enterprises Development Act, 2006. For micro-enterprises, the Order becomes applicable twelve months from the date of publication, while for small enterprises, it comes into effect after nine months from the publication date.
According to this directive, all electrical appliances designed for domestic water heating must adhere to specific quality standard as defined in the Indian Standard which is IS 302 (Part 2/Sec 21): 2018 (Appliances for stationary storage type electric water heaters). The Bureau of Indian Standards is designated as the authority responsible for certifying and enforcing compliance for the goods or articles specified in the Table. Any contravention of this Order will result in penalties under the provisions of the Bureau of Indian Standards Act, 2016.
This regulatory initiative aims to uphold quality control measures for electrical appliances used in domestic water heating, aligning with established standards and ensuring the public interest is safeguarded.
