IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE HELMET FOR POLICE FORCE, CIVIL DEFENCE AND PERSONAL PROTECTION (NON- METAL HELMET FOR POLICE FORCE) IS 2745:1983

The Ministry of Commerce and Industry in New Delhi, through its Department for Promotion of Industry and Internal Trade, took a significant step on October 23, 2023. They exercised their authority under section 16 of the Bureau of Indian Standards Act 2745:1983, 2016, consulting with the Bureau of Indian Standards. The purpose was to issue an order regarding the quality control of helmets for the police force, civil defense, and personal protection. This order, officially named the Helmet for Police Force, Civil Defence and Personal Protection IS 2745:1983 (Quality Control) Order, 2023, will be effective six months from its publication in the Official Gazette.
The order emphasizes that helmets falling under its scope must adhere to specific Indian Standards, as mentioned in the provided table. It mandates the compulsory use of a Standard Mark, which can only be obtained under a license from the Bureau of Indian Standards. This certification process follows Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
The regulation officially termed the BIS QCO FOR the helmet for the police force, civil defense and personal protection (non- metal helmet for police force). IS 2745:1983 The order includes provisions for goods or articles manufactured domestically for export, with specific timelines for compliance based on the size of enterprises. Micro-enterprises have a twelve-month window, while small enterprises have nine months from the publication date.
The Bureau of Indian Standards is designated as the certifying and enforcing authority for the goods specified in the table. Any violation of the order is subject to penalties as per the Bureau of Indian Standards Act, 2016.
