THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE DRUMS AND TINS (DRUMS LARGE, FIXED ENDS - GRADE A DRUMS).

The Ministry of Commerce and Industry, specifically the Department for Promotion of Industry and Internal Trade, has issued an order in New Delhi on the 17th of October 2023, in accordance with the Bureau of Indian Standards Act, 2016. Following consultations with the Bureau of Indian Standards, the Central Government deems it necessary in the public interest to enact the Drums and Tins (Quality Control) Order, 2023.
This order, BIS QCO for the drums and tins (drums large, fixed ends - grade a drums), set to come into force six months from its publication in the Official Gazette, mandates that goods listed in the Table adhere to the corresponding Indian Standard and display the Standard Mark. Manufacturers are required to obtain a license from the Bureau of Indian Standards under Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Notably, BIS QCO for the drums and tins (drums large, fixed ends - grade a drums) does not apply to domestically manufactured goods intended for export or to goods filled with powder, semi-solid, or liquid material upon import into India. The effective dates for compliance differ for micro and small enterprises, with the former coming into force twelve months from publication and the latter after nine months. The Bureau of Indian Standards is appointed as the certifying and enforcing authority for the specified goods or articles listed in the Table. Violation of this order incurs penalties under the provisions of the Bureau of Indian Standards Act, 2016.
