THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE DRUMS AND TINS (DRUMS, LARGE, FIXED ENDS – GRADE B DRUMS).

The Ministry of Commerce and Industry, specifically the Department for Promotion of Industry and Internal Trade, has issued a directive in New Delhi on October 17, 2023. This action is taken under the authority granted by section 16 of the Bureau of Indian Standards Act, 2016, after consulting with the Bureau of Indian Standards. The government believes that it is necessary for public interest. The directive, known as the Drums and Tins (Quality Control) Order, 2023, will be effective six months from the date of publication in the Official Gazette.
It requires that all drums and tins must follow the specific Indian Standard 1783 (Part 2):2014, which relates to drums with fixed ends, specifically Grade B drums.
BIS QCO for the drums and tins (drums, large, fixed ends – grade b drums) specifies that goods listed in the Table must adhere to the corresponding Indian Standard mentioned and carry the Standard Mark. Manufacturers need a license from the Bureau of Indian Standards under Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. There are exceptions for goods produced domestically for export or those filled with powder, semi-solid, or liquid material when imported into India.
According to BIS QCO for the drums and tins (drums, large, fixed ends – grade b drums) different timelines are set for compliance based on enterprise size. For micro-enterprises, it becomes effective twelve months from the publication date, and for small enterprises, it becomes effective nine months from the publication date.
The Bureau of Indian Standards is appointed as the authority for certifying and enforcing the standards for the specified goods or articles listed in the Table. Violating this order incurs penalties under the provisions of the Bureau of Indian Standards Act, 2016.
