THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR DOOR HANDLES, FOCUSING ON DOOR HANDLES.

The Ministry of Commerce and Industry, particularly the Department for Promotion of Industry and Internal Trade, issued a new regulation in New Delhi on October 23, 2023. This regulation, established under the authority granted by section 16 of the Bureau of Indian Standards Act IS 208:2020 Door Handles, 2016 (11 of 2016), reflects the government's belief that it is necessary and expedient for the public interest. The regulation, officially termed the Door Fittings (IS 208:2020 Door Handles) Order, 2023, mandates that certain goods listed in a provided table must adhere to specific Indian Standards. They are required to display a Standard Mark under a license issued by the Bureau of Indian Standard IS 208:2020 Door Handles, following Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
It's important to note that this regulation does not apply to goods or articles manufactured domestically for export purposes. Additionally, micro-enterprises, as defined in clause (h) and (m) of section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), have a twelve-month compliance window from the date of publication of this notification in the Official Gazette. Similarly, small enterprises, falling under the same clauses, have a nine-month compliance period from the date of publication. This newly introduced rule is named the Door Fittings (Quality Control) Order, 2023.
The authority responsible for certifying and enforcing these standards is the Bureau of Indian Standards. Any individual or entity found contravening the provisions of this order is subject to penalties by the provisions of the Bureau of Indian Standards Act, 2016. This regulation specifically pertains to the BIS QCO for the Door Fittings (IS 208:2020 Door Handles).
All existing license holders, new applicants, manufacturers, importers, and product sellers must be aware of and comply with these regulations to avoid legal consequences.IS 208:2020 Door Handles
