THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR ELECTRICAL APPLIANCES FOR DOMESTIC WATER HEATING (ELECTRIC INSTANTANEOUS WATER HEATERS).

The Indian Government, through the Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade, has issued an important rule using the authority given by section 16 of the Bureau of Indian Standards Act, 2016. This rule is known as the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2023, and it will become effective six months after being officially published.
According to the BIS QCO for electrical appliances for domestic water heating (electric instantaneous water heaters), items specified in the Table must follow the Indian Standard mentioned in the same Table and display the Standard Mark. To do this, they need to get a license from the Bureau of Indian Standards under Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. However, the rule doesn't apply to items made domestically for export.
As mentioned in the BIS QCO for electrical appliances for domestic water heating (electric instantaneous water heaters) for micro enterprises (as defined in the Micro, Small and Medium Enterprises Development Act, 2006), the rule becomes applicable after twelve months from the date of publication, while for small enterprises, it starts after nine months. The Bureau of Indian Standards is in charge of certifying and enforcing compliance for the items listed in the Table. If anyone breaks the rules of this order, they will face punishment under the provisions of the Bureau of Indian Standards Act, 2016.
This rule is put in place to ensure that electrical appliances used for heating domestic water meet specific quality standards, protecting public interests, and maintaining fairness in trade practices.
