IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR ELECTRICAL APPLIANCES FOR DOMESTIC WATER HEATING (MINI DOMESTIC WATER HEATER FOR USE WITH PIPED NATURAL GAS (PNG)).

The Indian government, with advice from the Bureau of Indian Standards, has decided to create a rule using the powers given by section 16 of the Bureau of Indian Standards Act, 2016. This new rule, called the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2023, will be in effect six months after it's officially announced in the Official Gazette.
According to this BIS QCO for electrical appliances for domestic water heating (mini domestic water heater for use with piped natural gas (png)) specifically focuses on certain items mentioned in the Table. These items must meet a particular Indian Standard listed in the same Table and carry a Standard Mark. To get this mark, a license from the Bureau of Indian Standards is needed, following the guidelines in Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. It's important to note that this rule doesn't apply to items made in the country for export.
There are specific timelines for smaller businesses, defined in the Micro, Small and Medium Enterprises Development Act, 2006. For micro businesses, the rule starts applying twelve months after the official announcement, while for small businesses, it starts after nine months.
According to this BIS QCO for electrical appliances for domestic water heating (mini domestic water heater for use with piped natural gas (png)), all electrical appliances designed for domestic water heating must adhere to specific quality standard as defined in the Indian Standard which is 17150: 2019 (Mini domestic water heater for use with piped natural gas (PNG)). The Bureau of Indian Standards is given the responsibility of making sure that the items listed in the Table follow this rule. If someone breaks these rules, they can face penalties under the Bureau of Indian Standards Act, 2016.The purpose of this rule is to ensure that electrical appliances used for heating water at home meet certain quality standards. This is done to protect the interests of the public and to make sure businesses follow fair practices.
