Important update on Indian Standard applicable to all current license holders, new applicants, manufacturers, importers, and product sellers for steel wires or strands, nylon or wire ropes, and wire mesh (galvanized steel barbed wire for fencing) (Quality Control) Order, 2023.

In New Delhi on November 21, 2023, the Ministry of Commerce and Industry, specifically the Department for Promotion of Industry and Internal Trade, has issued clear and straightforward rules to ensure the quality of specific steel products. These regulations, established under the authority granted by the Bureau of Indian Standards Act, 2016, aim to uphold public interest. The rules, titled the "BIS QCO for the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh (Quality Control) Order, 2023," will become effective six months after their official publication. They mandate that goods listed in a table must adhere to corresponding Indian standards and bear a special mark, obtained through a license from the Bureau of Indian Standards.
Importantly, these regulations do not apply to domestically manufactured goods intended for export. The implementation timeline varies for different business sizes, with the rules taking effect one year after the announcement for micro enterprises and nine months for small enterprises.
The certification and enforcement authority for these rules rests with the Bureau of Indian Standards. According to "BIS QCO for the Steel Wires or Strands, Nylon or Wire Ropes and Wire Mesh” non-compliance with this order may result in penalties under the Bureau of Indian Standards Act, 2016. In essence, these government rules aim to ensure the quality of specific steel products, outlining standards, marking requirements, and consequences for non-compliance. The Bureau of Indian Standards is entrusted with the responsibility of certifying and enforcing these regulations.
