BIS QCO FOR THE AGRO TEXTILES (WOVEN GROUND COVERS FOR HORTICULTURE)

THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF TEXTILE. IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE AGRO TEXTILES (WOVEN GROUND COVERS FOR HORTICULTURE).

OVERVIEW

The Ministry of Textiles in India, located in New Delhi, has issued an important set of rules called the Agro Textiles (Quality Control) Order, 2023. This decision, dated September 27, 2023, is a result of the Central Government using its powers under specific sections of the Bureau of Indian Standards Act, 2016 (11 of 2016). The main goal is to serve the public interest, ensuring that certain agricultural products meet strict quality standards.

Starting on April 1, 2024, this order applies to specific goods or articles listed in a schedule attached to the order. However, it does not apply to items intended for export. This regulation is put in place to maintain the quality of agro textiles, ultimately contributing to public well-being.

According to BIS QCO for the agro textiles (woven ground covers for horticulture), the goods mentioned in the schedule must follow the corresponding Indian Standard specified in the same schedule. Additionally, they are required to bear the Standard Mark, and this can only happen by obtaining a license from the Bureau of Indian Standards. The licensing process follows the guidelines outlined in Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

According to the BIS QCO for the agro textiles (woven ground covers for horticulture), the Bureau of Indian Standards is designated as the certifying and enforcing authority responsible for ensuring compliance with the specified standards in the schedule. Anyone found violating this order may face penalties according to the provisions of the Bureau of Indian Standards Act, 2016 (11 of 2016). The specified goods, Woven Ground covers for Horticulture are mandated to adhere to the relevant Indian Standard IS 16202: 2014 (Agro Textiles— Woven Ground covers for Horticulture Application— Specification). This regulatory initiative is introduced to safeguard the quality of agro textiles, contributing to the broader goal of ensuring public safety and well-being.
