THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE COPPER PRODUCTS (COPPER WIRES FOR GENERAL ENGINEERING PURPOSES).

The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade, issued an important order on October 17, 2023, known as the Copper Products (Quality Control) Order, 2023.
This order named BIS QCO for the copper products (copper wires for general engineering purposes) is established using the authority given by the Bureau of Indian Standards Act, 2016, and is designed to ensure specific quality standards for copper products. The government, after discussions with the Bureau of Indian Standards, believes it's essential for the public good. The key aspects of the order include its official name and the date it comes into effect, which is six months from the publication in the Official Gazette.
BIS QCO for the copper products (copper wires for general engineering purposes) mandates the use of a special mark on certain copper products, indicating compliance with set standards. Manufacturers need a license from the Bureau to use this mark, according to Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Exceptions are made for products made domestically for export, and there are extended timelines for compliance for micro and small enterprises.
The Bureau is appointed as the authority responsible for certifying and enforcing these rules. Violating these rules may result in penalties as per the provisions of the Bureau of Indian Standards Act, 2016. Overall, the government is implementing these rules to ensure the quality of copper products, with the Bureau overseeing adherence and imposing consequences for non-compliance.
