IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE DRUMS AND TINS (BITUMEN DRUMS)

The Ministry of Commerce and Industry in New Delhi has issued an important rule on October 17, 2023. This rule, known as the Drums and Tins (Quality Control) Order, 2023, is made under the authority granted by section 16 of the Bureau of Indian Standards Act, 2016, after discussions with the Bureau of Indian Standards.
BIS QCO for the drums and tins (bitumen drums) requires that all drums and tins must follow a specific Indian Standard, which is 3575:1993 for Bitumen Drums. The government believes it is necessary for the public interest. The rule states that drums and tins need to follow a specific Indian Standard mentioned in a table and should display the Standard Mark. This rule will be effective six months from the date it is officially published.
According to BIS QCO for the drums and tins (bitumen drums) There are exceptions for goods made domestically for export and for goods or articles filled with material in powder, semi-solid, or liquid form when imported into India. Different timelines for compliance are set for micro and small enterprises based on the Micro, Small and Medium Enterprises Development Act, 2006. The Bureau of Indian Standards is responsible for certifying and enforcing the standards mentioned in the rule. Violating this rule may lead to penalties under the provisions of the Bureau of Indian Standards Act, 2016, being mentioned in the BIS QCO for the drums and tins (bitumen drums).
