The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade, has issued a significant order on October 17, 2023, known as the Drums and Tins (Quality Control) Order, 2023. This order, empowered by the Bureau of Indian Standards Act, 2016, is crafted in consultation with the Bureau of Indian Standards, deeming it crucial for public welfare. The order primarily focuses on drums and tins, setting quality standards to be adhered to within six months of the publication in the Official Gazette.

BIS QCO for the drums and tins (drums, large open top) mandates that goods listed in the Table must meet corresponding Indian Standards and carry the Standard Mark, acquired through a license from the Bureau of Indian Standards. There are exceptions for domestically manufactured goods for export and for imported goods filled with materials in powder, semi-solid, or liquid form.

According to BIS QCO for the drums and tins (drums, large open top) specific timelines are established for compliance, with micro-enterprises given twelve months and small enterprises nine months from the publication date. The Bureau of Indian Standards is designated as the authority responsible for certifying and enforcing these regulations. Violation of this order can lead to penalties as per the provisions of the Bureau of Indian Standards Act, 2016. Overall, the government aims to ensure the quality of drums and tins through this order, with the Bureau overseeing compliance and imposing penalties for non-compliance.
