THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE DRUMS AND TINS (SQUARE TINS - 15 KILOGRAMS OR LITRE FOR GHEE, VANASPATI, EDIBLE OILS AND BAKERY SHORTENINGS.

On October 17, 2023, in New Delhi, the Ministry of Commerce and Industry, specifically the Department for Promotion of Industry and Internal Trade, issued a regulation known as the Drums and Tins (Quality Control) Order, 2023. This regulatory decision, established under the authority granted by section 16 of the Bureau of Indian Standards Act, 2016, was formulated after consultations with the Bureau of Indian Standards and is deemed necessary for the public interest.
BIS QCO for the drums and tins (square tins - 15 kilograms or litre for ghee, vanaspati, edible oils and bakery shortenings outlines that items specified in a table must adhere to a specific Indian Standard mentioned in the same table. Moreover, these items must bear the Standard Mark and obtain a license from the Bureau of Indian Standards, in accordance with Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. It's noteworthy that the order, effective six months from its official publication, includes provisions exempting domestically manufactured goods intended for export and goods filled with powder, semi-solid, or liquid material upon import into India.
BIS QCO for the drums and tins (square tins - 15 kilograms or litre for ghee, vanaspati, edible oils and bakery shortenings compliance timelines are differentiated for micro and small enterprises based on the Micro, Small and Medium Enterprises Development Act, 2006. Micro enterprises are required to comply twelve months from the publication date, while small enterprises must comply within nine months. The regulatory and enforcement responsibilities for the specified goods or articles listed in the table are entrusted to the Bureau of Indian Standards. Any contravention of the order may result in penalties under the provisions of the Bureau of Indian Standards Act, 2016.
