IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE DRUMS AND TINS (SQUARE TINS FOR SOLID PRODUCTS.

On October 17, 2023, the Ministry of Commerce and Industry in New Delhi enacted a significant regulation known as the Drums and Tins (Quality Control) Order, 2023. This regulatory decision, empowered by section 16 of the Bureau of Indian Standards Act, 2016, and formulated after consultations with the Bureau of Indian Standards, is deemed crucial for the overall public interest. The BIS QCO for the drums and tins (square tins for solid products), order mandates that drums and tins adhere to specific Indian Standards mentioned in a comprehensive table. It mandates that all drums and tins must adhere to the corresponding Indian Standard 916:2000 (Square Tins for Solid Products). This regulatory framework is set to be enforceable six months from its official publication date.
The rule in the BIS QCO for the drums and tins (square tins for solid products) provides exceptions for goods manufactured domestically for export purposes and for goods or articles filled with materials in powder, semi-solid, or liquid form upon import into India. Furthermore, the implementation timeline for compliance differs for micro and small enterprises, as defined by the Micro, Small and Medium Enterprises Development Act, 2006. For micro-enterprises, the order comes into effect twelve months from the date of publication, while for small enterprise, it becomes applicable after nine months.
The certification and enforcement of these standards are entrusted to the Bureau of Indian Standards, which serves as the authoritative body overseeing the specified goods or articles listed in the table. BIS QCO for the drums and tins (square tins for solid products, in the event of contravention, individuals found violating the provisions of this order may face penalties according to the regulations outlined in the Bureau of Indian Standards Act, 2016. This regulatory approach ensures the adherence of drums and tins to quality standards, contributing to the overall safety and efficacy of these products in the market.
