The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade, has issued a new order known as the Electrical Accessories (Quality Control) Order, 2023. This order, effective six months from its publication in the Official Gazette, aims to ensure the quality of certain goods or articles falling under the Bureau of Indian Standards Act, 2016. Goods or articles falling under Electrical Accessories must adhere to the corresponding Indian Standard 1258: 2005, specifically covering Bayonet Lamp Holders.

BIS QCO for the electrical accessories (bayonet lamp holders) mandates that goods or articles listed in Table-1 and Table-2 must adhere to specific Indian Standards mentioned in the corresponding columns. These products must also bear the Standard Mark obtained through a license from the Bureau of Indian Standards, following Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

The BIS QCO for the electrical accessories (bayonet lamp holders) exempts goods or articles produced domestically for export from its requirements. Additionally, there are specific timelines for compliance based on the size of the enterprises. For small enterprises, the order applies after nine months, while for micro enterprise; it becomes applicable after twelve months from the date of publication.

As per BIS QCO for the electrical accessories (bayonet lamp holders) BIS is responsible for ensuring that these products meet the prescribed standards and carry the necessary certification.

Furthermore, for goods or articles listed in Table-2, the order grants an exemption period of eighteen months from the date of publication before it becomes applicable. This grace period allows businesses to adjust and meet the stipulated quality standards.

This BIS QCO for the electrical accessories (bayonet lamp holders) initiative is designed to safeguard public interest by promoting the use of quality standards in the manufacturing of electrical accessories, thereby ensuring consumer safety and product reliability.
