THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE ELECTRICAL APPLIANCES FOR SKIN OR HAIR CARE.
The Indian government, specifically the Ministry of Commerce and Industry, has issued a rule in New Delhi, exercising the authority given by a law called the Bureau of Indian Standards Act, 2016. After talking with the Bureau of Indian Standards, the government believes it's important for the public, so they made the Electrical Appliances for Skin or Hair care (Quality Control) Order, 2023. This rule will start working twelve months after it's officially announced.

It says that all gadgets made for taking care of your skin and hair must follow a specific rule called Indian Standard 302 (Part 2/Sec 23): 2009.
BIS QCO for the electrical appliances for skin or hair care says that things listed in a table need to follow a specific Indian Standard mentioned in the same table and should have a mark called the Standard Mark. To get this mark, they need a license from the Bureau of Indian Standards, following certain rules made in 2018.
According to BIS QCO for the electrical appliances for skin or hair care there are exceptions for things made in the country to be sent abroad, and different timelines for smaller businesses called micro and small enterprises. Micro enterprises need to follow this rule after eighteen months from its announcement, while small enterprises need to follow it after fifteen months.
The Bureau of Indian Standards will check and enforce these rules for the things listed in the table. If someone breaks these rules, they can be punished under the law.
