THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF TEXTILES. IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE MEDICAL TEXTILES (BABY DIAPER).

The Indian Ministry of Textiles has issued a new rule using its authority under the Bureau of Indian Standards Act, 2016. The Central Government, after discussions with the Bureau of Indian Standards, believes this is necessary for the public's benefit. The rule, known as the Medical Textiles (Quality Control) Order, 2023, will become effective soon after being published in the Official Gazette, with specific timeframes for each item listed in Schedule A and Schedule B. For compliance, Baby Diaper must adhere to the corresponding Indian Standard IS 17509:2021.
According to the BIS QCO for the medical textiles (baby diaper) is applicable to specific goods or articles mentioned in these schedules. However, it does not apply to items intended for export or those produced by Self Help Groups (SHGs). For clarification, SHGs are small groups of 10 to 20 individuals with similar social and economic backgrounds. They voluntarily join together to promote savings and work towards a common goal, managing resources for the group's benefit. In certain areas, smaller SHGs with a minimum of 5 members are also formed.
As per mentioned in the BIS QCO for the medical textiles (baby diaper) the goods or articles listed in Schedule A and Schedule B must adhere to specific Indian Standards mentioned in the same schedule. To obtain the required Standard Mark, a license from the Bureau of Indian Standards is necessary, following Scheme – I of Schedule – II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
According to the BIS QCO for the medical textiles (baby diaper) the Bureau of Indian Standards is responsible for ensuring that the goods or articles listed in Schedule A and Schedule B comply with this rule. Anyone violating these regulations can face penalties under the Bureau of Indian Standards Act, 2016. The purpose of this rule is to maintain quality standards in medical textiles, ensuring public safety and fair practices in the textile industry.
