The rule pertains to the bags outlined in the attached list, excluding those meant for export. To comply with the standards set by the Indian government, these bags must adhere to the Indian Standard specified in the list and bear the Standard Mark, which is obtained through a license from the Bureau of Indian Standards.

The responsibility of certifying and enforcing compliance with this rule rests with the Bureau of Indian Standards, ensuring that the bags meet the necessary quality benchmarks. The government, in making this decision, considers it essential for the benefit of the public and has collaborated with the Bureau of Indian Standards to implement these measures effectively.
