THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF CHEMICAL AND FERTILIZER (DEPARTMENT OF CHEMICALS AND PETROCHEMICALS). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE SELF-CONTAINED DRINKING WATER COOLER.

The Ministry of Commerce and Industry, specifically the Department for Promotion of Industry and Internal Trade, issued an order on September 25, 2023, under the authority of section 16 of the Bureau of Indian Standards Act, 2016. This order, titled the "Self-Contained Drinking Water Cooler (Quality Control) Order, 2023," mandates that goods or articles listed in the Table must adhere to the corresponding Indian Standard and bear the Standard Mark under a license from the Bureau of Indian Standards.
The order named BIS QCO for the self-contained drinking water cooler will effective six months from its publication in the Official Gazette, applies to domestic goods unless intended for export.
As per BIS QCO for the self-contained drinking water cooler micro and small enterprises have staggered timelines for compliance, with the order taking effect for them after twelve and nine months, respectively, from the date of publication. The Bureau of Indian Standards is designated as the certifying and enforcing authority for the specified goods or articles, and contravention of the order will result in penalties as per the provisions of the Bureau of Indian Standards Act, 2016. Goods or articles, specifically Self-Contained Drinking Water Coolers, must conform to the corresponding Indian Standard 1475 (Part 1): 2001.
