24TH AUGUST 2023
The Indian government, specifically the Ministry of Commerce and Industry, has issued a new rule known as the "Sports Goods (Quality Control) Order, 2023.This rule will officially be called the Sports Goods (Quality Control) Order, 2023. It becomes effective six months from the date it's published in the official Gazette.
Items listed in Table-1 and Table-2 need to meet specific Indian Standards mentioned in these tables. They must bear the Standard Mark, indicating they meet the required quality, and this can be obtained through a license from the Bureau of Indian Standards. However, BIS QCO for the sports goods (putting shots) doesn't apply to goods made in India but intended for export. Micro and small enterprises, as defined by the Micro, Small and Medium Enterprises Development Act, 2006, are exempt from these rules for the first twelve months from the date of this rule's publication. Some specific goods mentioned in Table-2 have an extended exemption period of eighteen months from the date of publication.
Enterprises registered under the "Udyam portal" with an investment not exceeding twenty-five lakh rupees and a turnover not exceeding two crore rupees in the previous financial year, as certified by a Chartered Accountant, are exempt from this order.
As per BIS QCO for the sports goods (putting shots) sports goods must meet the Indian Standard 4386:2022 (Putting shots). The Bureau of Indian Standards will be responsible for certifying and enforcing compliance with the quality standards outlined in Table-1 and Table-2. According to the BIS QCO for the sports goods (putting shots) anyone found violating the rules in this order will be subject to penalties under the provisions of the Bureau of Indian Standards Act, 2016.
