THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR THE SPORTS GOODS (THROWING HAMMERS).

The Indian Government, through the Ministry of Commerce and Industry, has issued an order in New Delhi on a certain date in 2023. This order, known as the Sports Goods (Quality Control) Order, 2023, becomes effective six months after its publication in the official Gazette. It mandates the use of a Standard Mark on specified goods or articles listed in Table-1 and Table-2, aligning with corresponding Indian Standards mentioned in these tables. Compliance requires obtaining a license from the Bureau according to Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
According to the BIS QCO for the Sports Goods (Throwing Hammers) exceptions to this order include goods manufactured domestically for export. Micro and small enterprises, as defined in the Micro, Small and Medium Enterprises Development Act, 2006, are exempt until twelve months from the publication date. Additionally, goods or articles specified in Table-2 are exempt until eighteen months from the date of publication. Furthermore, according to the BIS QCO for the Sports Goods (Throwing Hammers) enterprises registered under the "Udyam portal" with an investment below twenty-five lakh rupees in plant and machinery, and a turnover not exceeding two crore rupees in the previous financial year, are exempt.

As per the BIS QCO for the Sports Goods (Throwing Hammers) the certification and enforcing authority for the listed goods or articles in Table-1 and Table-2 is the Bureau. This order aims to regulate the quality of sports goods in the interest of the public.
