THIS IS THE RECENT UPDATE FOR ALL EXISTING LICENSE HOLDERS, NEW APPLICANTS, MANUFACTURERS, IMPORTERS, AND PRODUCT SELLERS FROM THE MINISTRY OF COMMERCE AND INDUSTRY (DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE). IT SPECIFICALLY PERTAINS TO THE BUREAU OF INDIAN STANDARDS QUALITY CONTROL ORDER (BIS QCO) FOR ELECTRICAL APPLIANCES FOR DOMESTIC WATER HEATING (STATIONARY STORAGE TYPE ELECTRIC WATER HEATERS).

The Indian Government, through the Ministry of Commerce and Industry, has put forth a rule under section 16 of the Bureau of Indian Standards Act, 2016. After discussions with the Bureau of Indian Standards, they believe it's necessary for the public good. This new rule, called the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2023, will be effective six months after being officially announced in the Official Gazette.
According to this BIS QCO for electrical appliances for domestic water heating (stationary storage type electric water heaters), certain goods or items mentioned in the Table need to meet a specific Indian Standard listed in the same Table. To show they comply, these items must carry a Standard Mark. To get this mark, a license from the Bureau of Indian Standards is required, following the guidelines in Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. Importantly, this rule doesn't apply to goods made domestically but meant for export.
There are specific timelines for small businesses, defined in the Micro, Small and Medium Enterprises Development Act, 2006. For micro enterprises, the rule applies after twelve months from the official announcement, while for small enterprises, it starts after nine months.
According to this BIS QCO for electrical appliances for domestic water heating (stationary storage type electric water heaters), all electrical appliances designed for domestic water heating must adhere to specific quality standard as defined in the Indian Standard which is 2082: 2018 (Stationary storage type electric water heaters) The Bureau of Indian Standards is responsible for making sure that the goods listed in the Table follow the rule. If anyone breaks these rules, they can face penalties under the Bureau of Indian Standards Act, 2016. This rule is made to ensure that electrical appliances used for heating water at home meet specific quality standards. It aims to protect public interests and make sure that businesses play fair and follow the rules.
