The Ministry of Commerce and Industry, situated in New Delhi, took a significant step on the 23rd of October, 2023, by issuing an order pertaining to the quality control of helmets intended for the police force, civil defense, and personal protection. This order, officially titled the Helmet for Police Force, Civil Defence, and Personal Protection (Quality Control) Order, 2023, is set to become effective six months after its publication in the Official Gazette.
It is known as the BIS QCO for the helmet for police force, civil defence and personal protection (specification for non-metal helmets for firemen and civil defence personnel). It outlines that specified goods must conform to the corresponding Indian Standards mentioned in the provided table and display the Standard Mark, obtained under a license from the Bureau of Indian Standards as per Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. It is important to note that this order does not apply to goods manufactured domestically for export.
Additionally, a staggered compliance timeline is outlined for micro and small enterprises, ensuring a twelve-month and nine-month window, respectively, from the date of publication for them to adhere to the order. The Bureau of Indian Standards is designated as the certifying and enforcing authority for the specified goods mentioned in the table.
The regulation, officially termed the BIS QCO for the helmet for police force, civil defence and personal protection (specification for non-metal helmets for firemen and civil defence personnel). Violations of this order are subject to penalties in accordance with the provisions of the Bureau of Indian Standards Act, 2016.
