The Bureau of Indian Standards (BIS) is the national standards organization of India under the Department of Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution, Government of India. The Bureau of Indian Standards was established under the BIS Act 2016. Indian manufacturers can obtain BIS licence for their products through Product Certification Scheme also known as ISI Mark Certification Scheme under conformity assessment scheme - I of Schedule II of the BIS (Conformity Assessment) Regulation, 2018. Under this scheme the BIS grants licences to the Indian manufacturers for their products in compliance to the required Indian standard after audit of manufacturing unit and sample testing through a BIS approved laboratory.
The product certification scheme is voluntary in nature, however the Indian government made it mandatory to obtain BIS certification for several products like Milk powder, Drinking Water, LPG Cylinders, etc. as these products are concerned with health and safety. After getting a licence from BIS, the manufacturer can use the standard ISI mark (considered as a mark of trust among Indian consumers) on their product to sell them in the Indian market. BIS offers two certification procedures under ISI mark scheme - Normal Procedure and Simplified Procedure.
Foreign manufacturers looking to sell their products in India can obtain a licence from the Bureau of Indian Standard for uninterrupted exporting and selling their products in Indian marketing. BIS operates Foreign Manufacturer Certification Scheme (BIS FMCS) to grant licence to the foreign manufacturers under Scheme-I of Schedule-II, BIS Act, 2016 and (Conformity Assessment) Regulations, 2018 since year 2000.
A BIS licence through Foreign Manufacturer Certification Department (FMCD) enables the manufacturing units located overseas to use the standard ISI mark on their products undergoing factory audit to determine whether the manufacturer is complying with all the necessary requirements set by BIS. To obtain a BIS licence the foreign manufacturer must have to appoint an Authorized Indian Representative (AIR) to fulfill all the liabilities and obligations with respect to the BIS Act, 1986, and rules and regulations framed for the purpose of registration, on behalf of the foreign applicant.
The manufacturers of Electronic and IT goods can obtain BIS licence for their product under Compulsory Registration Scheme (CRS). This scheme was introduced in the year 2012 jointly by the Ministry of Electronics and Information Technology (MeitY) and Bureau of Indian Standards (BIS). As per the Compulsory Registration Order (CRO) issued by the ministry, no one shall manufacture or store for sale, sell, import, or distribute goods that do not meet the Indian standards outlined in the order and do not bear the Standard Mark with a unique registration number.
BIS licence for electronics and IT goods as per CRS scheme is governed by the conformity assessment scheme outlined in Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018. A hallmark is a symbol of purity and trust in terms of gold and silver ornaments. A hallmarked jewellery/artefacts denotes that the piece of jewellery conforms to a set of standards laid by the BIS. The Bureau of Indian Standards launched the gold hallmarking scheme in 2000 and a silver hallmarking scheme in 2005. According to this scheme, the BIS hallmark licence is mandatory to manufacture or sell gold or silver jewellery.
The BIS Hallmarking Certification is of two types, one is BIS Registration for Hallmarking Showrooms/Jewellers and the other is BIS Recognition of Assaying & Hallmarking Center. If a jeweller wishes to sell Hallmarked gold jewellery or artefacts must first get hallmarking registration from BIS. If a store owner or jeweller wants to sell ready-made hallmarked jewellery, the purity and quality of the gold should be checked at an Assaying & Hallmarking centre (third-party evaluator/BIS Hallmark licensed trademark).

The ECO mark certification is a voluntary certification scheme initially implemented in the year 1991.
