BIS CERTIFICATION FOR FOOTWEAR
Footwear is a covering for the feet that offers protection, support, and comfort while walking, running, or engaging in activities. It includes various styles like shoes, sandals, boots, and slippers, made from materials such as leather, rubber, fabric, or synthetic materials. There are different types of footwear for different occasions, like casual, formal, or occasional wear.
According to the (Quality Control) Order issued by Department for Promotion of Industry and Internal Trade DPIIT, Ministry of Commerce and Industry, BIS certification is compulsory for all types of footwear made from leather and other materials. These quality control regulations for leather shoes and compound footwear aim to control imports and prevent the production of sub-standard products in India. The scope of this notice includes various leather footwear including anti-riot shoes and safety boots.
The department has issued three quality control orders that will encompass and include footwear made from rubber/polymeric material, leather, and other materials, as well as PPE (Personal Protective Equipment) footwear under the mandatory certification of BIS.
THE THREE QUALITY CONTROL ORDERS (QCO) ARE AS FOLLOWS:
1. Footwear made from Leather and other materials (Quality Control) Order, 2020
2. Footwear made from all-Rubber and all Polymeric material and its components (Quality Control) Order, 2020
3. Personal Protective Equipment – Footwear (Quality Control) Order, 2020.

According to these three orders all these items cannot be sold, produced, traded, imported, or stocked without the standard mark (ISI mark). These Mandatory BIS Certification orders for Footwear, which introduce new quality control norms, do not apply to articles or goods intended for export purposes.

CONCLUSION
Footwear manufacturers and importers are required to obtain a BIS certificate/license for their footwear to use the standard ISI mark. Footwear without the ISI mark is not allowed to be sold in the country.
