INTRODUCTION

AC static watthour meters are electric meters used to measure the amount of electrical energy consumption in alternating current (AC) systems. These meters are used by residential and commercial customers to measure their electricity consumption. These meters measure energy in kilowatthours (kWh) consumed over a given period, allowing companies to bill customers accordingly. 

To ensure the product quality of these meters and consumer safety, the Bureau of Indian Standards (BIS) has made it mandatory for manufacturers to undergo BIS registration and obtain the BIS ISI mark before selling their products in the market. Manufacturers can use the ISI Mark on their products only after obtaining a license from BIS that is granted after BIS registration. The presence of the ISI mark on a product indicates that it complies with BIS's stringent quality standards.

IS 13779:1999 specifies the general requirements and tests for various ac static watt-hour meters of classes 1 and 2,which are generally equivalent to induction meters. The Bureau of Indian Standards adopted this 'Indian Standard' after the Electro technical Division Council approved the draft finalized by the Equipment for Electrical Measurement and Load Control Sectional Committee. This standard specifies static watt-hour meters of accuracy classes 1 and 2 for measuring alternating-current electrical active energy at frequencies ranging from 45 Hz to 55 Hz for single-phase, three-phase, balanced, and unbalanced loads.

It only applies to static watthour meters consisting of measuring element and register enclosed in a meter case. It is also applicable to the operation indicator and the test output. It also applies to meters with multirate tariffs and meters that measure energy in both directions.

TEST REQUIREMENTS OF IS 13779:1999

The following test shall be carried out for ac static watthour meters.

·       A.C. High Voltage Test

·       Insulation Test

·       Accuracy Requirements (Limits of Error)

·       Test of starting condition

·       Test of no-load condition

·       Power Consumption
