Condensed milk is a concentrated form of standardized milk or partially skimmed or skimmed milk, where some of the water content has been removed. It also contains added sugar. There are three types of condensed milk:
a) Condensed milk,
b) Partially skimmed condensed milk, and
c) Skimmed condensed milk.
These products are widely used in the food industry for making various confectionery items, baked goods, ice cream, and other food products.
To ensure the product quality and consumer safety, the Bureau of Indian Standards (BIS) has made it mandatory for manufacturers to undergo BIS registration and obtain the BIS ISI mark before selling their products in the market. Manufacturers can use the ISI Mark on their products only after obtaining a license from BIS that is granted after BIS registration. The presence of the ISI mark on a product indicates that it complies with BIS's stringent quality standards.
IS 1166: 1986 is the standard that prescribes the requirements and methods of testing for condensed milk, partly skimmed and skimmed condensed milk.
1. The products shall be manufactured from fresh, whole, standardized, reconstituted, or recombined milk obtained from cow milk or buffalo milk or a mixture thereof (milk solids suitably processed may also be used) suitably standardized to give the final products.
2. All ingredients shall be clean, of good quality, and safe.
3. They shall conform to their normal quality requirements, such as color, flavor, and odor.
4. The products shall have a whitish to light brown color.
5. The flavor of the products shall be pleasant and clean, free from rancid, fruity, moldy, tallowy, cooked, sour, sandy, and any other objectionable odors and tastes. These may be judged based on their sensory characteristics.
6. Sugar used in the manufacture of condensed milk, full-cream, and condensed milk, skimmed, shall conform to IS: 1679-1960 or any other good quality food-grade sugar may be used.
7. The products may be fortified with vitamins A, D, and B groups. The vitamins shall be of food grade, and levels of fortification shall be declared on the container.
8. However, even with this fortification, exclusive use of condensed milk for infants is not recommended.
9. The material should be, as far as possible, manufactured and packed under hygienic conditions in licensed premises.

All Condensed Milk, Partly Skimmed and Skimmed Condensed Milk products has been included in the mandatory ISI Certification Scheme under the IS 1166: 1986 standard. This product cannot be exported, imported, or sold in the Indian consumer market without the ISI Mark imprinted.
