INTRODUCTION
Steel cast billets, ingots, and blooms are like building blocks in the process of making steel. They represent distinct stages and forms. Ingots are the initial solid blocks, further refined into smaller billets or larger blooms, depending on final steel product needs. These steps ensure steel takes the desired shape and size for its intended use.
To ensure the product quality of steel cast billets, ingots, and blooms, the Bureau of Indian Standards (BIS) has made it mandatory for manufacturers to undergo BIS registration and obtain the BIS ISI mark before selling it in the market. Manufacturers can use the ISI Mark on their products only after obtaining a license from BIS that is granted after BIS registration. The presence of the ISI mark on a product indicates that it complies with BIS's stringent quality standards.
IS 8951:2001 covers steel cast billets ingots, billets & blooms. This standard specifies the specifications for carbon steel cast billet ingots, billets, and blooms used in the manufacture of high carbon steel wire rods. The requirements of this standard shall also apply to billets and blooms produced by the continuously cast process.
1. Steel for high carbon steel wire rods must be of five grades, namely grades X, E, F, G, and H, as specified in the standard based on their chemical composition.
2. The general requirements for material supply shall be in accordance with ARE 8910.
3. The manufacturing process is left to the manufacturer's discretion.
4. Marking shall be done as per IS 8951:2001.
5. The ends of cast billet ingots, billets, and blooms must be painted with a suitable color and legibly stamped or painted with the cast number and the manufacturer's name or trade mark. The standard mark (ISI Mark) may also be applied to the material.
6. Manufacturers must obtain a BIS license from the Bureau of Indian Standards to use a standard mark (ISI Mark).

Benefits of BIS Certification
The BIS registration provides the following benefits:
1. Increase sales: BIS-registered products are more likely to be of higher quality and attract more customers.
2. Reduce the amount of money spent on quality maintenance: Upon getting certification, there's no need to follow separate quality guidelines for products.
3. Enhance product credibility and reduce environmental risk: BIS-certified items are genuine and trustworthy because they work really well and last a long time.
4. Ensure the highest level of quality and dependability: The presence of a BIS registration number implies that the product is of high quality and dependability.
5. Ensure the organization’s expansion: BIS certification boosts your product’s reputation, resulting in significant growth and market exposure.
CONCLUSION
Steel cast billets, ingots, and blooms has been included in the mandatory ISI Certification Scheme under the IS 8951: 2001 standard. Manufacturers cannot import, export, or sell this product in the Indian consumer market without the ISI Mark imprinted.
