BIS Certification For Shoes And Footwear

BIS Certification for footwear is a mandatory requirement imposed by the Department for Promotion of Industry and Internal Trade (DPIIT) in India. This certification ensures that footwear products meet the prescribed quality standards set by the Indian governmentUnder the BIS certification, footwear manufacturers are required to comply with the applicable Indian Standards for their specific type of footwear. They must undergo a thorough evaluation and testing process conducted by authorized BIS laboratories to assess the quality, safety, and performance of their products.

Once a footwear manufacturer obtains the BIS certification, they are allowed to use the Standard Mark, also known as the ISI Mark, on their products. This mark signifies that the footwear has met the required quality standards and is safe for consumers to use.

It is illegal to sell footwear made of leather or other materials in India without the ISI Mark. Non-compliance with the BIS certification requirement can result in severe consequences, including criminal charges, imprisonment, and hefty fines.

Foreign manufacturers who wish to sell their footwear products in India are also required to obtain a BIS certificate for importation. They must appoint an Authorized Indian Representative to facilitate the certification process on their behalf.

The BIS certification for footwear aims to ensure consumer safety, eliminate the production and sale of sub-standard products, and promote trust and confidence in the footwear market in India.

As per (The Quality Control) Order, of DPIIT, Ministry of Commerce and Industry, BIS certification is mandatory for Footwear made from Leather and other materials. These quality control norms for leather shoes and other compound footwear are going to be implemented to contain imports and the production of sub-standard products in India. This notice covers different leather footwear, counting anti-riot shoes and safety boots too.

The department has issued three quality control orders which are going to cover and lie footwear made from rubber/polymeric material, leather and other materials, and PPE footwear in the mandatory certification of BIS.

The Quality Control Orders on Footwear Products (QCOs)

The following three QCOs have been issued covering footwear made from rubber/polymeric material, leather, and other materials, and PPE footwear:

  • Footwear made from all-Rubber and all Polymeric material and its components (Quality Control) Order, 2020
  • Footwear made from Leather and other materials (Quality Control) Order, 2020
  • Personal Protective Equipment – Footwear (Quality Control) Order, 2020

The Department for Promotion of Industry and Internal Trade (DPIIT) has issued three Quality Control Orders (QCOs) related to footwear. These orders aim to regulate and maintain the quality standards of different types of footwear in India. The three QCOs are as follows:

1. Footwear made from Leather and other materials (Quality Control) Order, 2020:

This order focuses on regulating the quality of footwear made from leather and various other materials. It sets the standards and requirements that footwear manufacturers must meet to obtain the BIS certification for this category of footwear. The order covers a wide range of leather footwear, including safety boots and anti-riot shoes.

2. Footwear made from all-Rubber and all Polymeric material and its components (Quality Control) Order, 2020:

This QCO specifically targets footwear made from rubber, polymeric materials, and their components. It establishes quality control norms and standards that manufacturers must adhere to when producing footwear in this category. Compliance with these standards is necessary to obtain the BIS certification for rubber and polymeric footwear.

3. Personal Protective Equipment – Footwear (Quality Control) Order, 2020:

The third QCO focuses on personal protective equipment (PPE) footwear. It aims to ensure that PPE footwear, such as safety shoes and boots, meets the required quality and safety standards. Manufacturers of PPE footwear must comply with the specified regulations and obtain BIS certification to ensure the reliability and effectiveness of these protective products.

These QCOs play a crucial role in maintaining product quality, consumer safety, and standardization within the footwear industry in India. They help in controlling imports, eliminating sub-standard products, and establishing consumer trust in the market.
