The BIS Certification for products is a voluntary one. The Government of India has made some products compulsory given public health. According to the government notification, 644 products are necessary for BIS certification. BIS certification lets licensees use the ISI mark ('standard mark') on their products. Products with ISI are high-quality.

What is BIS?

India's national certification authority, the Bureau of Indian Standards, or BIS for short, grants BIS licenses to producers and importers for a range of goods under optional or required certification programs. A third-party assurance of the product's quality and safety, as well as the reliability of BIS, comes with BIS certification. The Bureau of Indian Standards was formed by the government of India in 1986 under the BIS Act, Ministry Of Consumer Affairs Food and Public Distribution.

BIS Certification Requirements.

The primary conditions of a BIS licence are shown below.

  • The product should conform to the Indian Standard Specification.

  • BIS license is issued to the factory (manufacturer of finished products) and not to the Distributor/Retailer.

  • The business needs to apply for each product and factory location where a manufacturer has several factories located at different geographical addresses.

  • The laboratory should have all the necessary product testing equipment and qualified quality control personnel to test the product in compliance with the relevant ISS.

  • Following ISS and SIT guidelines, all production machinery and testing facilities should be on the factory premises.

  • All processes should be done in one factory, from receiving raw materials to final packing. If any out-sourcing is necessary, a clearance from the Bureau can be sought.

  • Technical guidelines are offered as 'Product Manuals' for all Product Certification Scheme goods. 

  • The product manuals contain sampling guidelines, a list of test equipment, SIT, etc. Applicants can refer to the Product Manual for BIS ISI Certification to prepare for audit and application submission so that rejection chances are minimized.

Difference Between BIS and ISI Mark

In India, two such standards attest and certify if a product is worthwhile and acceptable for use by the general public. The ISI standards ensure the quality of products made in India. The BIS provides this ISI certification.

The following are the main differences between ISI and BIS:

  • The ISI refers to the Indian Standards Institute, while BIS is an abbreviation for Bureau of Indian Standards.

  • The ISI was founded on 6 January 1947, while the BIS originated on 26 November 1980.

  • The BIS took over the ISI, and now it is responsible for all functions performed by the ISI, as well as granting an ISI mark to products.

  • The ISI is a quality mark given to the product, and BIS is an organisation that offers ISI certification for any kind of product.

  • The ISI aims to certify products and safeguard the economy of local manufacturers. In contrast, the BIS manages processes that deliver ISI certification.

  • The ISI guarantees that the product is of the best quality, while the BIS works on proving the company and its products.

  • The BIS has a body of people – the Certification Advisory Committee- that certifies for this product. The ISI has no advisory board.

The cost of BIS certification for ISI marks.

BIS certification fees for new registration are as follows. This also applies to the renewal of Old Accredited BIS certificates.

  • APPLICATION FEE INR 1000/- has to be paid in a BIS account.

  • The AUDIT CHARGES are INR 7000, which has to be paid in the BIS account.

  • SAMPLE TEST FEE is charged because it will be applicable at that point. It has to be paid in a BIS account. (Sample test fee may differ depending on the products and laboratory)

  • The license fee is INR 1000/- which should be paid in the BIS account.

  • MINIMUM ADVANCE MARKING FEE as per actual is required. It should be paid in a BIS account. (Marking fee differs as per IS Standard).

In addition to the above, BIS certification also includes product testing costs. It also involves investment in factory premises, especially installing testing machinery for in-house test labs, which is an integral part of BIS Certification.

BIS ISI Certification Process

The Indian ISI Mark Certification procedure includes these steps:

  • Relevant Product Code Selection.

  • The online application form for ISI Mark Registration should be filled out with the necessary documents.

  • BIS authorised the auditor's factory audit.

  • BIS authorised laboratory sample report submission.

  • License grant by BIS Authority.

  • Additionally, the BIS certification can be obtained through two different processes.

Standard Process 

As per standard procedure, the following process will be taken: 

  • First, the applying party must prepare for BIS Certificate requirements, such as setting up in-house labs and preparing products according to Indian Standards with other necessary documents.

  • After that, the BIS official will carry out an inspection procedure of products and factory/industry.

  • After the inspection is done, sealed samples of goods are sent to BIS-approved laboratories for testing.

  • If the product meets all test parameters, then it gets approved by BIS, and the authority issues a certificate of BIS for Indian Manufacturers in 60 to 65 days after applying.

Streamlined Process

The BIS Certification process is much faster than the standard procedure.

  • First, the applicant party presents a report of samples already tested and approved by BIS according to Indian Standards.

  • Then, the applicant must file a BIS online registration application and Certification Cost along with other necessary documents.

  • While scrutinising application documents, a BIS official will inspect products with a factory/industry.

  • After the inspection, sealed samples of goods are sent for testing to BIS-approved laboratories.

  • If it is verified and approved per the recommended standards, then the certificate is awarded by BIS within 35 to 40 days of application.

Validity of BIS Certification

The BIS certifies for two years. Manufacturers can renew BIS certification provided goods and requirements remain unchanged. The new BIS certificate will be valid for at least one year and up to five years. The renewal of the BIS certificate is based on an annual advance minimum marking fee and license fee. But if the renewal application of BIS certification is submitted after the expiry period, the applicant has to pay a penalty of Rs.5000/-.
