The Bureau of Indian Standards is a statutory body established under the BIS Act, 1986, and operates under the Ministry of Consumer Affairs, Food and Public Distribution of the Government of India. The BIS Act 2016 established the National Standard Body of India for the harmonious growth of the operations of standardization, marking, and quality certification of goods. BIS has provided traceable and tangible benefits to the national economy in a variety of ways, including providing safe, reliable quality goods, reducing consumer health risks, promoting exports and imports as a substitute, and controlling variety propagation, among other things.

Through its comprehensive system, BIS plays a crucial role in ensuring product quality, security, safety, and trust. It grants licenses to manufacturers, allowing them to display the standard mark on their products. While obtaining a BIS license is voluntary, the Indian government has made it mandatory for certain products to uphold high standards.
 
Electronic & IT products, significant quality control compliance is required, known as BIS Registration. BIS Registration for Electronics Products

BIS Registration for Electronics and IT products comes under the compulsory registration scheme. In the year 2012, the Department of Electronics and Information Technology and the Bureau of Indian Standards (BIS) jointly introduced the Compulsory Registration Scheme (CRS) to safeguard Indian consumers against counterfeit and substandard goods. As per this scheme, obtaining BIS registration certification for electronics and IT products is mandatory before launching them into the market. Under the BIS Compulsory Registration Scheme (CRS), the Bureau of Indian Standards issues a BIS registration certificate to manufacturers to use a standard mark with a unique registration number on their electronics and IT products. The Ministry also issued Compulsory Registration Orders, which state that no one shall manufacture or store for sale, sell, import, or distribute goods that do not meet the Indian standards stipulated in the order and do not bear the Standard Mark with a unique registration number.
 
BIS licenses provide third-party assurance to the consumers that the product complies with the quality standards required by law and is safe to use. BIS Registration is based on your self-declaration of conformity for goods and articles as per Indian Standards.  BIS Licence for electronic products and their operation is governed by the conformity assessment scheme outlined in Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.

BIS Registration process under Compulsory Registration Scheme

  1. Online application submission: First of all, you have to apply on the BIS online CRS portal by filling out the BIS registration form in order to get login credentials.
  2. Testing of product in BIS-Approved lab: Then you need to generate test requests by logging in with their credentials and getting their product tested from a BIS-approved lab.
  3. Offline/online submission of Application: After that, You must apply on the portal using the verified Test Report within 90 days of its issue and submit all required documents in accordance with the checklist.
  4. Scrutiny of application: Then BIS officials will review the test report and all documents submitted with the application.
  5. Grant of BIS license: Finally Bureau will grant a BIS license to the manufacturers to use or apply Standard Mark with a unique R-number on their electronics and IT products.

BIS REGISTRATION REQUIREMENTS

  1. First registration is required for that product before launching them into the market.
  2. Then the manufacturer seeking to register to use or apply BIS Standard Mark on their product shall conform to the requirements of Indian Standard Specifications.
  3. After that BIS license will be granted to you by BIS based on your self-declaration of conformity of the product with the application that you are submitting.
  4. Atlast self-declaration of conformity from you indicates that your manufacturing infrastructure can produce quality products with the necessary testing facilities, which can only test the products in the prescribed period at your premises.

  • Details of the samples to be tested by BIS
  • The details of the product's Models/Varieties to be covered
  • Test Report Conformity by Third-Party Testing Laboratory of Product Sample.
  • Self-Declaration of Conformity
  • Copy of acknowledgment received from the portal
  • Details of Authorized Signatory and other related documents

BIS Registration Cost/Fee Structure for Electronics Products

How much does a BIS license cost?

1. Application fee *
(a) Large Industrial Enterprises : ₹ 1,000/-
(b) Medium, Micro and small Industrial Enterprises : ₹ 500/-
(c) Central/ State Govt. Organizations : ₹ 500/-
All ‘Libraries, Laboratories, Schools, Colleges, Polytechnics, Training Institutes and health care establishments’ of the Central/State/ Local government irrespective of their size shall be considered as small enterprises.

2. Audit Fee:*

(a) For units located within India:

 

(i) Large Industrial Enterprises- ₹. 12,000/- per manday
(ii) Micro, Small and Medium Industrial Enterprises- ₹. 9,000/- per manday
Travel limited to a distance of 250 km from the location of the unit and stay of auditors on actual
basis shall be borne by the applicant or licence holder or certificate of conformity holder.
(b) For units located outside India:

 

(i) ₹ 12,000/-per manday shall be chargeable.
(ii) The holder of licence or certificate of conformity shall bear all expenses, including cost to BIS of the man-days spent by BIS certification officer(s) in connection with the audit (from the time of departure from the place of posting till return thereto), as decided by BIS in its absolute discretion
 

Timeline to obtain BIS License

If you have previously tested your product and want to use the previous test reports for BIS CRS Certification, the test reports must be no older than 90 days from the date of online application receipt.
 
If you want to submit a supplementary test report from a brand whose product has already been tested and accepted by BIS, the report must be no older than 90 days from the date of application.
 
If all of the documents submitted are in order, the BIS registration will be processed by BIS. Independent samples are picked up only during the surveillance process.
 
BIS Licence will be awarded within 20 working days if all submitted documentation and test reports are in order. If the documentation and conformity are unsatisfactory in the first instance, the BIS officer will give you a rejection notice if the shortcoming is not rectified within 30 days.

Validity and Renewal of BIS License

Electronics products will be granted for a minimum of two years by BIS licence. If the renewal application and requisite fee are not received from the licensee within 2 years, the BIS licence will be considered expired. I would add this also, If there is no adverse feedback in the frequent observation, the BIS certificate/licence must be considered for renewal in a minimum of two years at the licensee's request.
 
Acceptance of the request for renewal of the BIS Licence will also depend on the application fee, annual fee, processing charge, and any dues that must be submitted prior to the request for renewal of the BIS Licence.
